Kaiser State Health Facts just released average costs per inpatient day in 2014, organized by hospital ownership type, in all 50 states and the District of Columbia. The data includes all operating and nonoperating expenses for registered U.S. community hospitals, defined as public, nonfederal, short-term general and other special hospitals. They are an estimate of expenses incurred in a day of inpatient care and are adjusted higher to include an estimate of the volume of outpatient services. Kentucky’s inpatient cost per day continues to rank below the average for the nation:

A report yesterday from the Kentucky Office of Drug Control Policy underscores the dangers of fentanyl, an extremely potent opioid that is leading to more overdose deaths, often because dealers mix it with heroin and sell the lethal blend to unwitting addicts.

Fentanyl-related deaths have been on the rise across the country over the past year, and experts say many addicts are not aware they are consuming the drug. It is 30 to 50 times more potent than heroin and can prove deadly at very low levels, according to the U.S. Drug Enforcement Administration (DEA).

In Kentucky, fentanyl was a factor in 420 fatal overdoses in 2015, up from 121 in the previous year. The drug contributed to 34 percent of all overdose deaths in the state, frequently in combination with heroin or other drugs.

Overall, fatal overdoses totaled 1,248 last year, compared to 1,071 in 2014. Heroin was detected in 28 percent of cases, consistent with the previous year. However, as a total, heroin-related deaths...

On Friday, May 8, KHA hosted a press conference to announce the publication of a new report outlining the changes Kentucky hospitals are facing in the wake of the nearly $7 billion in federal cuts they will suffer through 2024.

The report details an analysis, by the national consulting firm of Dobson/DaVanzo, of the impact these payment cuts will have on the financial bottom line of Kentucky hospitals. The analysis found Kentucky hospitals will lose more money than they gain in new revenue from expanded health insurance coverage. KHA supports the governor’s decision to expand Medicaid and the significant revenue it generates; however, the new expansion revenue is less than the cuts Kentucky hospitals will experience in order to finance the Affordable Care Act (ACA).

In less than two weeks, U.S. News & World Report will issue its new Best Hospitals for Common Care rating system. U.S. News & World Report will portray data on more than 4,500 hospitals. The system evaluates how well hospitals perform for common conditions and procedures such as heart bypass surgery, hip replacement, knee replacement, heart failure and chronic obstructive pulmonary disease.

Hospitals and health systems have an opportunity to review their data in advance of its publication by logging into the U.S. News Best Hospital Dashboard. KHA has published its final report on the 2015 Kentucky General Assembly Session. The report was sent to hospital chief executive officers this week. With the close of the 2015 Session, few issues that are important to Kentucky’s health community received passage. However, many important priorities were protected and maintained – certificate of need and the Medicaid Disproportionate Share Hospital (DSH) program were maintained and there was no increase in the hospital provider tax.

Comprehensive legislation to deal with the heroin problem in Kentucky passed this session. It includes more treatment options for addicts seeking help, including more services to be delivered by hospitals. SB 192 passed the General Assembly just hours before adjournment of the 2015 Session, was signed into law by Governor Steve Beshear later that morning and became effective immediately as it included an emergency clause.

State Auditor Adam Edelen will hold a press conference on Monday, March 30 to release a Special Report on the Financial Strength of Rural Hospitals in Kentucky. The Auditor will also hold a number of community meetings regionally in April to discuss the report in more detail.

The latest KHA annual report gives the Association an opportunity to reflect on the past year to ensure it is carrying forward its mission of representing and advocating the interests of Kentucky hospitals in the development and implementation of health policies that enhance the ability of hospitals to deliver health care to their communities.  

KHA is pleased to report on the contributions made in its 2013-2014 fiscal year. The Annual Report outlines the value of Kentucky's 130 hospitals standing united and speaking with a common voice.

The HMO Indicators Report by KHA is now the Kentucky MCO and HMO Financial Results Report. The report has been restructured to include more concise information on all health care management organizations (HMOs) and Medicaid managed care organizations (MCOs) doing business in the state.   The Medicaid MCOs will be presented side-by-side for a quick comparison with the remaining HMOs doing business in Kentucky presented similarly. The indicators will be updated on a quarterly basis as the data becomes available from the Kentucky Department of Insurance.

A full report for the quarters through the Second Quarter of 2014 is now available. The document can be found in the Members Only section of www.kyha.com under Special Publications and Presentations.

KHA has created a report examining the latest utilization trends for hospitals in Kentucky. The report (available at http://www.new-kyha.com/Portals/5/NewsDocs/UtilizationTrends20140806.pdf) includes data from the first quarter of 2009 through the first quarter of 2014.

With the addition of data from 2014, the impact of the Medicaid Expansion is demonstrated in the shift of total cases for Self Pay and Charity to Medicaid. For the types of cases examined, both inpatient and outpatient, this shift is evident.

Acute adult and pediatric cases continue to trend downward. Psychiatric and chemical dependency cases have an overall upward trend, but have experienced three quarters of continued decline. Conversely, physical rehabilitation cases trend slightly up, with increases in cases over the last three quarters.

U.S. News and World Report has released its annual best hospitals ranking. Nine Kentucky hospitals were recognized for their strong performance within the state.

The Kentucky rankings are listed at http://health.usnews.com/best-hospitals/area/ky. U.S. News also ranked hospitals by region and in the Louisville metro area.

On July 11, the Centers for Medicare and Medicaid Services (CMS) released its monthly report on applications, eligibility determinations and enrollment for May 2014. As of the end of May, 6.7 million more individuals were enrolled nationwide in Medicaid or the Children's Health Insurance Program (CHIP) as compared to the baseline period from July through September 2013, an increase of 11.4 percent. Growth was more pronounced in the 26 states (including the District of Columbia) that had adopted and implemented the Medicaid expansion by the end of May. Enrollment in those states rose by 17 percent, while states that have not expanded reported only a 3 percent increase.

This monthly report on state Medicaid and the Children’s Health Insurance Program (CHIP) data represents state Medicaid and CHIP agencies’ eligibility activity for the calendar month of May 2014 . The data included in this report were submitted to CMS from state Medicaid and CHIP agencies as part of the Medicaid and CHIP Performance Indicator process.

KHA has produced  a report for its members on payments and denials from Medicaid managed care organizations (MCOs). The report includes prompt pay and prior authorization data from the second quarter of 2012 through the third quarter of 2013. The data is all derived from state sources.

The report is available in the Members Only section of the KHA website, www.kyha.com. Chief executive officers can obtain a user name and password from Ginger Dreyer at KHA (502-426-6220 or 800-945-4542 or via email at gdreyer@kyha.com). KHA encourages CEOs to share their facility's passwords with their staff at their discretion.

KHA recently mailed all hospital chief executive officers, chief operating officers, chief financial officers, board chairs and public relations directors the 2012 Kentucky Hospitals Community Benefits Report (available at http://www.kyha.com/wp-content/uploads/2014/03/KHACommunityBenefits2012.pdf). Copies were also shared with the media and Kentucky’s elected officials.

The value of community benefit programs and services provided by Kentucky hospitals totaled nearly $2.18 billion in 2012, according to the new report. That is up from nearly $1.96 billion just one year prior. The total includes $451 million in financial assistance/charity care, which has more than doubled in three years, and other costs such as community health improvement services, health professions education, research, bad debt and the unpaid costs of Medicaid and Medicare....

The HMO Indicators Report by KHA is now the Kentucky MCO and HMO Financial Results Report. The report has been restructured to include more concise information on all health care management organizations (HMOs) and Medicaid managed care organizations (MCOs) doing business in the state.

The Medicaid MCOs will be presented side-by-side for a quick comparison with the remaining HMOs doing business in Kentucky presented similarly. The indicators will be updated on a quarterly basis as the data becomes available from the Kentucky Department of Insurance.

A full report for the first three quarters for 2013 is now available. The document can be found in the Members Only section of www.kyha.com under Special Publications and Presentations.
