From the Kentucky Society for Health-System Pharmacists (KSHP) Newsletter:

Boothe Kimber Booth was recently elected as a Kentucky representative to the American Society of Health-System Pharmacists (ASHP) House of Delegates. Her term will run through 2021. Boothe currently serves as chair of the KSHP House of Delegates and works as the System Director of Pharmacy for St. Elizabeth Healthcare.

On January 29, KHA submitted comments to the Kentucky Department for Medicaid Services (DMS) in regards to how DMS should choose Medicaid managed care organizations (MCOs).

The suggestions included requiring reviewing past performance, coding guidelines, a one-year time for claims filing and prohibiting MCOs from applying Medicare edits to outpatient claims. The Department should also require each MCO to provide EDI response to providers, provide better information on when preauthorization is needed (and limit changes to preauthorization requirements). In addition, DMS should create more prohibitions on what can be denied.

After receiving input from the KHA Hospital Reimbursement Committee, the Association submitted comments to the Office of Legislative and Regulatory Affairs regarding disproportionate share hospital (DSH) distributions.

After KHA's collaboration with hospitals and the Department for Medicaid Services (DMS) to modernize the DSH payment program, KHA members subsequently identified concerns once they had an opportunity to review the Department's proposed changes to the regulation. Some changes simply need clarification while others are not in keeping with the prior agreement on how the DSH program will operate.

The new regulation allows the DMS to adjust a hospital's total uncompensated care costs reported on the hospital's base year Medicaid DSH survey used to make the initial DSH payment. This gives very broad authority to allow the Department to adjust a hospital's total uncompensated care costs "if the amount reported appears likely to result in a substantial redistribution of DSH funds that...

Everyone, from children’s hospitals to community and critical access hospitals, along with other partners, is working together to improve the care children receive when it matters most.

Bit Source collaborated on the idea of a mobile app that would connect potential opioid overdose victims to responders with Narcan, in many cases much more quickly than the usual 911 response time.

Two years of research, development and testing resulted in ODSave, an app now available on Google Play and the Apple App Store. A pilot project is launching now in Pike County, building a network of responders who are supplied with Narcan and are trained to use it. The Centers for Medicare & Medicaid Services last week withdrew a 2010 Medicaid DSH policy, known as FAQs 33 and 34, that included private insurance and Medicare payments when calculating the Medicaid shortfall component of the hospital-specific limit on disproportionate share hospital payments. FAQs 33 and 34 “are no longer operative, and CMS will accept revised DSH audits that cover hospitals services furnished before June 2, 2017,” the agency said. CMS is appealing a federal court decision that barred it from enforcing the FAQs and a 2017 final rule incorporating the policy. “CMS will not be enforcing the 2017 rule … as long as the [court] decision remains operative in its current form,” the agency said.

On February 19, KHA will host a webinar on Ligature Risks:Ensuring Compliance with the CMS Hospital CoPs and TJC Requirements. This a hot topic, and there is a great deal of survey activity around prevention of suicidal patients from harm or strangulation.

The Joint Commission announced that this is one of the four top areas of focus. The Centers for Medicare and Medicaid Services (CMS) has promulgated requirements for hospitals to prevent ligature risk and self harm from patients that are suicidal. A 13-page memo was issued and the hospital manual was amended on December 29, 2017, to implement these changes. Any hospital that received Medicare, which is most hospitals in America, must implement these changes for all patients.
