At its October meeting, the Kentucky Board of Nursing (KBN) voted to increase renewal fee by $15. The amended administrative regulation was filed with the Regulations Compiler on October 20 and will be published in the Administrative Register on December 1.  This fee increase will affect nurses in hospital facilities primarily through the renewal fee which will go from $40 to $55, plus $10 that is specified for specific programs in statute, for a total renewal fee of $65 per year. The Executive Director of KBN, Paula Schenk, RN, MPH anticipates that this rate increase will go into effect for the 2015 renewal period (September 15 - October 31, 2015).

The Kentucky Hospitals' Circle of Friends is the political action committee (PAC) of the Kentucky Hospital Association.  Circle of Friends supports candidates in Kentucky's elections and supports federal candidates through the American Hospital Association Political Action Committee (AHAPAC).

Hospital PACs are limited to soliciting contributions from the hospital "family." KHA and American Hospital Association can only accept contributions from people associated with its members.

The Kentucky Institute for Patient Safety and Quality (KIPSQ) is hosting an "Improving Patient Safety for Mom & Baby" conference on Tuesday, December 9 in Louisville at The Galt House.  

The conference is open to representatives from every Kentucky birthing hospital. KIPSQ encourages nurse leaders, quality directors, infection preventionists and other front line staff and directors involved in patient safety for moms and babies to attend.

The Kentucky Institute for Patient Safety and Quality (KIPSQ) is partnering with the Anthem Foundation to provide education, tools and resources to improve care and long-term outcomes for mothers and newborns.  The Anthem Foundation has provided grant funding for hospitals to engage in collaborative patient safety and quality programs aimed at reducing early elective deliveries (EEDs), reducing obstetrical harm by preventing unnecessary cesareans, reducing adverse outcomes from oxytocin use and reducing OB Hemorrhage.  Additionally, resources are provided to hospitals to improve the rate of breast feeding.

The program's most recent newsletter is now available.  Outlined are many of the successes to date and a save the date notification for a Mom & Baby Conference on December 9 in Louisville.

Make plans to attend the KHA Fall Series meeting with Congressman Ed Whitfield on Wednesday.  This meeting provides KHA members the opportunity to stay in contact with Congressman Whitfield locally and discuss important legislative and regulatory issues currently before the U.S. Congress that are critical to Kentucky’s hospitals.  

Congressman Whitfield is a senior member on the House Energy and Commerce Committee that has jurisdiction over programs authorized under the Social Security Act including Medicaid, Medicare Part B, child health, long term care and peer review.  The committee also oversees programs authorized under the Public Health Service Act including hospital construction, biomedical research, allied health and nurse training, mental health research, drug abuse, alcoholism and HMOs.  It is vital to make sure Congressman Whitfield understands the impact of these programs on the hospitals in his district.

This notice is to all hospital chief executive officers and directors of planning.  KHA is conducting an in-depth study of outpatient surgery and ambulatory surgery center (ASC) utilization to help in developing comments in support of the Certificate of Need (CON) Program.  The Cabinet issued a memorandum on October 8 requesting comments on the CON program, and also expressed interest in receiving comments about repealing the CON requirement for some services.   The Cabinet is interested in looking at expanding availability of outpatient services.  KHA is concerned this could include ASCs.  

KHA requests every hospital providing outpatient surgery to complete this electronic survey by October 24.  If this applies to your hospital, please complete the individual surveys for your hospital, and every owned or affiliated ASC that you operate. The HMO Indicators Report by KHA is now the Kentucky MCO and HMO Financial Results Report. The report has been restructured to include more concise information on all health care management organizations (HMOs) and Medicaid managed care organizations (MCOs) doing business in the state.   The Medicaid MCOs will be presented side-by-side for a quick comparison with the remaining HMOs doing business in Kentucky presented similarly. The indicators will be updated on a quarterly basis as the data becomes available from the Kentucky Department of Insurance.

KHA congratulates Norton Healthcare System Associate Vice President Ben Yandell, PhD, CQE for his appointment to the Technical Expert Panel (TEP) for the Hospital Quality Star Ratings on Hospital Compare. The TEP is a group of stakeholders and experts who provide technical input to the measure contractor on the development, selection, and maintenance of measures for which the Centers for Medicare and Medicaid Services (CMS) contractors are responsible. The TEP is one important step in the measure development or reevaluation process that CMS contractors use to ensure transparency and it provides an opportunity to receive multi-stakeholder input early in the process. In recent months, KHA staff has had many requests to host meetings of hospital quality data users, using common Health Information Technology (HIT) systems.  KHA will host a pilot meeting on October 23 for quality data users from Kentucky hospitals using McKesson as their HIT/EHR vendor.  

The meeting will allow quality leaders, quality data extractors and reporters, and other staff working in IT the opportunity to discuss challenges and solutions and share both standard and customized reports with the goal to:

KRS 200.560 requires the Kentucky Hospital Association to submit three nominees for service as a gubernatorial appointee on the Hemophilia Advisory Committee.

KHA is asking chief executive officers to consider recommending a candidate to serve the four year term on the nine member committee.

The Kentucky Department for Public Health’s (KDPH) Preparedness Branch has developed a complete package of Ebola Tabletop Exercise (TTX) materials to help hospitals, public health agencies, health care organizations and coalitions with their Ebola preparedness planning. The package, titled “Out of Africa”, should help work through the process of how to handle an Ebola patient, and to identify and address related issues. KHA congratulates Kentucky Hospital Engagement Network (K-HEN) Project Director Donna Meador, MSN, RN, CENP, who earned her Certified Professional in Healthcare Quality (CPHQ) certification. 

The certification will assist Meador as she continues to provide patient safety and quality expertise to the hospitals in Kentucky through the K-HEN quality collaborative. The CPHQ is the only certification for health care quality professionals and is fully accredited by the National Commission for Certifying Agencies. In 2013, there were only 8,163 CPHQs in the United States.

Donna Meador joins Dolores Hagan, K-HEN Education and Data Manager, as the second person on the K-HEN team to earn the CPHQ certification.

Medicare has announced the list of hospitals that will receive payment penalties under the Hospital Readmissions Reduction Program. Medicare will apply the penalties to payments for patient stays between October 1, 2014, and September 30, 2015. This is the third year of the penalty program where the maximum penalty will be a 3 percent reduction in Medicare payments.

There will be 2,610 hospitals receiving a readmissions penalty, but only 39 hospitals will receive the full 3 percent penalty. In Kentucky, 66 percent of all hospitals will receive a penalty, with the average penalty being a 1.21 percent reduction in payment. However, Kentucky has a disproportionate share of hospitals receiving the maximum penalty, with nine hospitals, representing 23 percent of the total. As expected, these facilities are located in some of the most impoverished areas in the nation where many factors associated with poverty and poor health influence hospital readmission rates, which are not accounted for in Medicare’s...

AHA shared a Readiness Advisory with its members on Thursday, October 2:

The Centers for Disease Control and Prevention and the Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response have issued Ebola screening criteria for the entire health care community, including emergency responders, to ensure that they are able to protect, detect and respond to the virus. They recommend that these screening criteria be placed in all emergency departments, ambulances and other “first contact” locations, including outpatient clinics.

The AHA strongly encourages all hospitals and clinics to post these Ebola screening criteria prominently in locations where hospital staff – including intake, triage and clinical staff – can see it. In light of the recent domestic case of confirmed Ebola in Texas, the Office of the Assistant Secretary for Preparedness and Response (ASPR) continues to encourage U.S. hospitals and health care providers to prepare for managing patients with Ebola and other infectious diseases. The most recent case in Texas is prompting everyone involved to take a moment to review their plans and protocols.

Two recent articles from the Annals of Internal Medicine are available to help your build Ebola preparedness within your facility. The first discusses the Safe Management of Patients With Serious Communicable Diseases: Recent Experience With Ebola Virus. It has a health care worker, personal protective equipment (PPE) and emergency medical services (EMS) focus. It notes that health care workers inconsistently adhere to such basic infection control practices as hand hygiene, and EMS provider adherence to infection control precautions and equipment disinfection can be suboptimal.

On September 16, Representatives Renee Ellmers (R-North Carolina) and Jim Matheson (D-Utah) introduced the Flexibility in Health Information Technology (IT) Reporting Act (H.R. 5481), AHA-supported legislation that would give hospitals and eligible professionals more flexibility in meeting meaningful use requirements for electronic health records (EHRs) in fiscal year 2015. Specifically, the legislation would shorten the 2015 reporting period to 90 days from the current 365 for Medicare and Medicaid EHR Incentive Program participants using the 2014 Edition Certified EHR. Without this change, the vast majority of hospitals are required to meet all Stage 2 requirements on October 1.
