The American Hospital Association (AHA) published a Member Advisory on September 28 providing guidance to hospitals on Thursday's transition to ICD-10:

Beginning October 1, health care claims must include ICD-10 codes for medical diagnoses and inpatient hospital procedures, marking a major change to billing transactions. The Centers for Medicare and Medicaid Services (CMS) will continue to pay claims and implement ICD-10 even if there is a government shutdown and Congress fails to act by October 1 on legislation to fund the government into fiscal year 2016.

Given the major changes that will occur with the move to ICD-10, hospital leaders are urged to pay close attention to their billing processes to ensure they identify issues quickly. AHA has distributed a chart, which outlines steps to monitor the transition and actions to address problems that could arise.

KHA will host a Joint Commission Update seminar on October 19 at the Hilton Garden Inn Louisville Northeast. The Joint Commission and the Centers for Medicare and Medicaid Services (CMS) focus on some specific standards that continue to be problematic. These standards make it necessary and timely to present a program of this nature.This program will provide a comprehensive review of key standards focusing on such problematic topics as National Patient Safety Goals, elements of a Highly Reliable Organization, Condition Level Deficiencies, Immediate Threat to Life and others. The Kentucky Center for Nursing (KCN) began as the Kentucky Nurses Capacity Consortium (KNCC) in 2008 with a group of volunteers interested in advancing nursing. Representation has included members from each of the various colleges and universities, major health care systems, Kentucky Board of Nursing, Kentucky Hospital Association, Kentucky Organization of Nurse Leaders, Kentucky Nurses’ Association, governmental workforce agencies and more. The KCN is especially focused on increasing the education level of nurses, providing residency training for new nurses and fellowship programs for advanced practice nurses, removing barriers to practice and care, developing leaders and leadership opportunities for nurses, increasing the racial, ethnic and gender diversity of the nursing workforce, and designing new models of community-based care.

If nurses continue to enter the workforce at the current rate, the U.S. would have about 4% fewer registered nurses than needed by 2025, according to a study in the October issue of Medical Care. That’s a “remarkable turnaround” compared with the nearly 30% shortage predicted a decade ago, the authors said. “We still project the nation will have a shortage of around 130,000 nurses by 2025, which is by no means a small number, but not the overwhelming shortage that we had once anticipated,” said co-author Peter Buerhaus, director of the Center for Interdisciplinary Health Workforce Studies at...

On September 25, the Centers for Medicare & Medicaid Services (CMS) issued a proposed rule that would revise the Medicare payment system for clinical diagnostic laboratory tests and implement other changes required by section 216 of the Protecting Access to Medicare Act of 2014. Under the proposed rule, certain “applicable” laboratories would be required to report private payer rate and volume data if they receive at least $50,000 in Medicare revenues from laboratory services and more than 50% of their Medicare revenues from laboratory and physician services. Laboratories would collect private payer data from July 1, 2015 through Dec. 31, 2015 and report it to CMS by March 31, 2016. On September 24, HRET (the American Hospital Association’s Health Research and Education Trust) executed a contract with the Centers for Medicare and Medicaid Services (CMS) for the Hospital Engagement Network (HEN) 2.0 Project.

Important changes will go into effect on October 1, 2015, regarding the Two-Midnight Rule. The Centers for Medicare and Medicaid Services (CMS) is changing its approach with regard to educating providers and enforcing Two-Midnight Short-Stay reviews. Specifically, CMS has decided to use Beneficiary and Family-Centered Care Quality Improvement Organizations (BFCC-QIOs), rather than Medicare Administrative Contractors (MACs) or Recovery Auditors, to conduct the first line medical reviews of providers who submit claims for inpatient admissions.

Kentucky’s BFCC-QIO is KEPRO, which has more information on the changes and action hospitals should take on its website. KEPRO is hosting an informational webinar for hospitals on Wednesday, September 30 at 3:00 p.m. (ET). Each hospital should identify at least one person to participate. Improving organ and tissue donation has been a point of focus for many health care organizations over the last several years. The Joint Commission, Department of Health and Human Services, organ procurement organizations such as the Kentucky Organ Donor Affiliates (KODA), along with hospitals have taken steps to implement effective donation policies and practices. A number of facilities were recognized by KODA at its annual awards dinner on September 15 in Louisville for achieving remarkable results in organ and tissue donation.

The KHA Health Care Leadership Conference will be held November 13 at the Marriott Louisville East. The agenda and registration information will be available soon, so mark your calendar now and plan to attend.

Pink Glove Dance LogoThree Kentucky hospitals are competing in the annual Pink Glove Dance video competition sponsored by the National Breast Cancer Foundation, Inc. and Medline. Baptist Health Paducah is currently in second place for the large bed hospital category. The videos are meant to bring awareness to breast cancer and take some of the fear out of being screened. Medline introduced the first pink exam gloves and created the Pink Glove Dance campaign to honor healthcare workers and the patients they care for.

The winning videos based on public votes will receive a donation from Medline in their name to a breast cancer charity of their choice. First place in each category will receive $10,000 for their charity, second place will win $5,000 for their charity and third place will win $2,500 for their charity. The overall winner will also receive an additional $5,000 for their charity.

On Wednesday, September 9, the Kentucky Public Health Preparedness Branch's quarterly Health and Medical Preparedness Advisory Committee (HMPAC), and the HPP Leadership Meeting will feature a webinar presentation on Human Trafficking in Health Care by Dr. Wendy Macias-Konstantopoulos, MD, MPH, from the Department of Emergency Medicine, Division of Global Health & Human Rights, at Massachusetts General Hospital and the Harvard Medical School.

This presentation has been coordinated by Joe Magana, Baptist Health's System Director for Safety, Security and Emergency Preparedness. Magana first encountered this problem while in a similar role at Baptist Health Louisville, and has come to find that human trafficking is a major problem in Kentucky, especially around the Kentucky Derby and other special events.
