Kentucky Hospital Association is partnering with the Kentucky Office of Rural Health, Community and Economic Development Initiative of Kentucky (CEDIK) to provide a Grant Writing Workshop Series.

There are many opportunities to tap grant funding to help support or fund projects in hospitals. Grant applications can be extremely competitive and there is certainly an art to writing successful grants. The Kentucky Hospital Association Grant Writing Workshop Series will help novices research, plan and write successful grants.

Dean Dorton is currently conducting its second annual Physician Group Integration survey. KHA encourages all hospitals to complete the online survey. The link was e-mailed to each hospital originally on January 13 and again on February 4.

The report on last year's findings was shared with KHA members, along with Dean Dorton presentations, at the October 2013 KHA District Meetings and during the recent Physician Leadership Forum meeting.  There were excellent discussions at these meetings, which provided feedback that Dean Dorton included for questions in this follow-up survey.

The higher the response rate for this survey, the better will be the compiled results and findings that will be shared with hospitals.

On April 15, KHREF will host Implementing the Best Practices and Programs: Getting "Survey Ready" at the Hilton Garden Inn Louisville.

This one-day program will provide valuable information for those individuals who are responsible for creating the best possible Environment of Care, Emergency Management and Life Safety programs and must understand the 2014 Joint Commission survey methodology and changes to the standards. All Kentucky hospitals will be receiving a packet next week containing the AHA Annual Survey and login information to complete the survey online. It is vital to collect accurate and updated information for your institution each year. Health care leaders, policy makers, researchers and consumers use the AHA Annual Survey Database to get a snapshot of the provider market. The AHA Annual Survey is an important source of provider data and is the origin of AHA Guide®, Hospital Statistics™ and now U.S. News & World Report’s Directory of America’s Hospitals (www.usnews.com). Your response to the survey assures that your hospital’s information will be represented in these resources and available to individuals nationwide.

The HMO Indicators Report by KHA is now the Kentucky MCO and HMO Financial Results Report. The report has been restructured to include more concise information on all health care management organizations (HMOs) and Medicaid managed care organizations (MCOs) doing business in the state.

The Medicaid MCOs will be presented side-by-side for a quick comparison with the remaining HMOs doing business in Kentucky presented similarly. The indicators will be updated on a quarterly basis as the data becomes available from the Kentucky Department of Insurance.

A full report for 2012 as well as report with the first two quarters for 2013 is now available. The documents can be found in the Members Only section of www.kyha.com under Special Publications and Presentations.

The annual KHA Quality Conference and K-HEN Showcase will be held March 18-19 at the Crowne Plaza in Louisville.

Day one will be the Quality Conference and will feature husband and wife patient advocate team from the Chicago area, Mr. and Mrs. Bob Malizzo, who lost their adult daughter to a medical error and now serve on that hospital's quality review committee.  In addition there will be presentations on High Reliability, Value-Based Purchasing, Analyzing your Data, Reporting Quality to your Board, IP Basics, Improving HCAHPS scores, Root Cause Analysis and more.

Day two will be a K-HEN Showcase, which will include presentations by the K-HEN Seed Grant Awardees and hospitals involved in the Lean and Readmissions Discharge Phone Call projects;  Reporting Harm Across the Board; presentations from K-HEN hospitals on Patient and Family Engagement and more.

On Wednesday at 10:00 a.m. (ET) the Senate Health and Welfare Committee will conduct a hearing for Senate Bill 119 — legislation to implement a medical review panel process for cases brought against health care providers. The goal of SB 119 is to put an end to the growing number of meritless lawsuits that increase Kentucky’s health care costs and plague Kentucky’s legal system.

Medical malpractice liability has taken a significant financial toll on Kentucky’s health care providers, increasing costs for consumers and diverting critical funds away from patient care.

Late Friday, January 31, CMS announced it is extending the so-called two-midnight rule’s “probe and educate” transition period to the end of the federal fiscal year on September 30. Full enforcement of the policy had been slated to begin in April. Friday’s announcement from CMS is the third time since October that full implementation of the two-midnight rule has been delayed.

CMS officials have stated the rule is needed to clarify admission guidelines and address a recent spike in Medicare patients being admitted to hospitals for brief observation stays. Objections from hospitals and doctors have included unease over the financial impact of the rule on patients, who face higher co-pays, and concern that the rule will penalize efficient treatment of patients in less than two nights.

The IRS has issued new guidance to assist Section 501(c)(3) nonprofit hospital organizations in complying with the requirements of Section 501(r), enacted by the Affordable Care Act. In Notice 2014-3, the IRS has set out a proposed procedure for hospitals to disclose and correct any violations of Section 501(r) that are not “willful” or “egregious.” A second notice, Notice 2014-2, provides that hospital organizations may rely on proposed IRS regulations under Section 501(r).

Section 501(r) requires a Section 501(c)(3) hospital organization to conduct and implement a community health needs assessment (CHNA) and establish financial assistance and emergency care policies. It also places limits on a hospital organization’s patient charges and billing and collection practices for patients who are eligible for financial assistance. The requirements apply to organizations that operate one or more facilities that are licensed or registered as a hospital under state law.

According to a News Flash from the American Hospital Association, the Centers for Medicare and Medicaid Services (CMS) has delayed the deadlines for reporting certain quality data as part of the inpatient and outpatient quality reporting programs from February 1 to Saturday, February 8, due to the severe weather impacting the southeastern United States. However, this delay applies to all hospitals.

For the inpatient quality reporting (IQR) program, the population and sampling data for chart-abstracted quality measures for the third quarter of 2013 (discharges from July 1 through September 30, 2013) will be due on February 8. For the outpatient quality reporting (OQR) program, the data for chart-abstracted measures, as well as population and sampling data for the third quarter of 2013 (encounters between July 1 and September 30, 2013) will be due on February 8. The deadlines for other IQR and OQR measure data remain unchanged.
